Incompetent
This guy put every possible trendy web technology he could think of on his resume, but turns out he knows very little about any of those terms. He has caused problems on our production website by checking-in faulty code. He is even known in the group for getting someone else to check-in code for him, perhaps as a way of covering up his own incompetence.
He has kept track of everyone's time to the point of micromanagement. Also, on several occasions he has promised a team member comp time off for working so hard, and then turned around saying that this person "owes him" the time back.
Worse, he often refers to the team's efforts as entirely his own. Often he regurgitates what an expert tells him without knowing the true meaning behind those statements. Since the whole team is suspicious, now they're observing him more carefully. A few have noticed him getting help from other, smarter workers, and then turning around minutes later showing someone else "what HE did." However, the proof is in the pudding, so to speak. All the code that HE alone has written has been full of bugs, and poorly implemented.
Now he is on the verge of driving most of his team to find jobs in other groups or even outside the company.

I work in a different industry, but have a similar boss. She gushes about her years of experience and exposure, but cannot seem to answer simple questions. The more astute clients have actually asked me to review her work because they do not trust her expertise. Even worse, now we are going to have “pre-meetings” before meeting with clients. That way, I can brief her on everything and I won’t have to say anything to the clients. More meetings are the last thing I need. I am working like a dog.
