My boss, the owner of a small company is the tightest of the tight. For example, the company needs to employ a photographer right now. A member of staff recommends a friend who will charge at a discount rate as a favor. Rather than accept this fantastic offer, he insults the professional photographer by offering him £6 per hour for a day's work. The photographer rightly tells my boss to forget it.
Not giving up, he posts a classified advert on a free site asking photographers to get in touch regarding work on an exclusive photo shoot. In the advert he attempts to say this is a great opportunity for a student photographer to get some experience. Fair enough I guess but he wants the applicants to show the best of their portfolio, provide their own equipment and direct the photo shoot, all for free. Limited expenses may be provided, i.e. the bus fare. In my book, this is exploitation.
That's ridiculous, I see the same thing all the time on craigslist (I'm a photographer). I have $4000 of equipment, and you want to pay me $4 a photo, or $10 an hour? It would cost you more to rent the equipment without me even being there.

Your story sounds like a page out of my history book. I'm an art director and I have seen pay to freelance photographers steadily decline year after year. For me it became depressing to make that call to a photographer having to offer pay that was way below their talent level.
